Get the latest version of RGraph (version 6.17) from the download page. There's also older versions available, minified files and links to cdnjs.com hosted libraries.

Version 6.11 of RGraph is now available. This release comes about because of a necessary upgrade to the web-server to update some software used on it.

It does contain a reasonable amount of changes though and you can read about those on the changelog page:
